As a direct result of the spread of advanced technology, there is currently a worldwide epidemic of cybercriminals. The fact that the majority of these con artists cannot even be mentioned in a book due to the myriad of challenges that come with doing so is perhaps the most discouraging aspect of the situation. The first problem is that it is difficult to gather sufficient evidence to prosecute someone for committing a cybercrime. Even if the prosecution produces a legal cybercrime log file in court, the defense can readily refute the validity of the evidence (Williams et al., 2020). Furthermore, in the United States, only the Federal Bureau of Investigation and the Department of Homeland Security have the authority to efficiently make arrests of cybercriminals .When a country has a high rate of cybercrime but just a few authorities to deal with it, the authorities sometimes find themselves helpless to stop it. The same pattern can be observed in a variety of other countries.
Second, a lack of resources is a contributing factor in the delays and problems that occur while trying to prosecute hackers. The investigation of cybercrimes is being hampered on a global scale by a shortage of appropriate resources such as manpower and skills (Dixit & Silakari, 2021). As a result of this, the bulk of law enforcement officials will only pursue the cases that get the most public attention. Last but not least, the low rate at which cybercrimes are prosecuted is attributable to the fact that few incidents are reported to the police. The vast majority of firms, both large and small, have elected to not disclose cybercrimes to the proper authorities and instead have instead invested in cybersecurity measures to protect themselves from future assaults.
To this end, governments should take the initiative to train additional forensic agents and establish a cybercriminal investigative police wing in order to increase the likelihood that cybercriminals will be brought to justice.

Cybercrimes have increased significantly in the past few years. Cybercriminals continue to become more malicious and sophisticated. Cybercriminals use different techniques like phishing, ransomware attacks, and DDoS attacks to get access to personally identifiable information (PII) and then sell it on the dark web. According to Accenture (2021), cybersecurity attacks increased by 31% from 2020 to 2021. The cybersecurity measures implemented currently are inadequate to avoid cyber-attacks. Because of the sophistication level, cybercriminals are rarely caught. It is very difficult to find the identity of cybercriminals because of their anonymous nature. Cybercriminals use the Tor browser or Psiphon to conceal their identity and route communications via multiple servers to avoid being traced. Most cybercriminals commit crimes using cryptocurrencies like Bitcoin. Cryptocurrencies were designed to facilitate transactions without any central control or any need to disclose personal information. We can verify the integrity of transactions, but we cannot find the identity of the sender or receiver without the private key (Naqvi, 2018). The anonymity is exploited by cybercriminals for all transactions in ransomware and terrorist attacks.
Jurisdiction is one of the main challenges in enforcing a cybersecurity law. In the United States, the FBI and homeland security have the authority to identify and prosecute cybercriminals. Many cybercriminals are located in non-extraction countries like Russia and China, and prosecuting them is next to impossible. It is also very difficult to gather concrete evidence to prosecute cybercriminals (Naqvi, 2018). The cost and time associated with investigating and prosecuting cybercriminals are significantly high. For many companies, the time and cost associated with investigating cyber-attacks are more expensive than paying off cyber criminals. As a result, many of the cyberattacks are not even reported. Reporting also exposes the weakness and vulnerabilities of the company, which might affect the client’s confidence. The resources and expertise required to investigate and prosecute cybercriminals are also lacking, and cybercriminals take advantage of it.
